From Shenzhen to the World: Philanthropy-Led People-to-People Diplomacy and the Path of Enterprises Going Global

On December 26th, the 2025 Annual Meeting of the 4th Council of Shenzhen Foundation for International Exchange and Cooperation, together with the launch ceremony of the book From Shenzhen to the World: People-to-People Diplomacy Practices of Shenzhen Foundation for International Exchange and Cooperation (2014-2024), concluded successfully.

Nearly 100 distinguished guests, including Sun Huaizhong, Deputy Director of the Foreign Affairs Office of Shenzhen Municipal People’s Government; Li Wenhai, Member of the Party Leadership Group of Shenzhen Civil Affairs Bureau; and Wang Shi, Chairman of the Foundation, as well as members of the 4th Council, honorary directors, corporate partners, university representatives and representatives of foreign institutions in China, gathered together to discuss new practices in people-to-people diplomacy and map out a new blueprint for international cooperation.

As a deep strategic partner of the Foundation, DTEC participated in this grand event in full, joining hands with peers from all sectors to witness the fruitful achievements of the Foundation’s decade-long dedicated efforts – advancing from facilitating Shenzhen’s “going global” drive to weaving a network for its internationalization. With philanthropy as the bridge and culture as the medium, it has built a global “Peng Friends Circle” connecting the world across diverse fields including economic and trade cooperation, public health, educational exchanges, and sustainable development.
This is highly aligned with DTEC’s philosophy of “Philanthropy First, Value Co-creation”, and further strengthens our resolve to empower international cooperation through philanthropy. In 2025, following closely in the Foundation’s footsteps, DTEC will deeply integrate the concept of sustainable development into its philanthropic practices, and leverage an innovative “replicable and scalable” model to enable the power of philanthropy to transcend geographical boundaries and take root locally:In July, at an indigenous primary school in Perak, Malaysia, DTEC, in collaboration with the Foundation, the Malaysian Ministry of Education, and Datuk Mah Hang Soon, successfully delivered the first modular classroom and photovoltaic system. Clean energy illuminates the classrooms of learning, and the modular buildings are tailored to local needs – this initiative has not only upgraded the learning environment for indigenous children, but also embedded the concept of green development within the community.

In October, this philanthropic model was further upgraded and expanded at the University of Lomé in Togo. With the support of the Embassy of the People’s Republic of China in Togo, the modular spaces and photovoltaic solutions jointly developed by DTEC and the Foundation were successfully put into place. This well-established initiative has not only proven the sustainable value of philanthropic projects, but also strengthened the bonds of non-governmental friendship between China and Togo.
From DTEC’s perspective, these philanthropic efforts have never been confined to superficial assistance such as hardware donations; instead, they represent in-depth social value investments that are people-centered. We firmly believe that philanthropy serves as a bridge of trust transcending linguistic and geographical boundaries – only by delivering innovative solutions such as modular buildings and green energy to create long-term, stable value for local communities can we lay a solid foundation for deeper international business cooperation. This is the core consensus that underpins the concerted efforts of DTEC and the Foundation.

Looking ahead, DTEC will continue to anchor itself in philanthropy and deepen its collaborative partnership with the Shenzhen Foundation for International Exchange and Cooperation. We plan to expand the scope of cooperation in regions including Thailand and the United Arab Emirates, exploring more innovative models in prefabricated buildings, education empowerment, clean energy and other fields. By enabling the two-way empowerment and symbiotic development of philanthropy and business, we will contribute corporate strength to building Shenzhen into a front-runner city for international exchanges, and extend the warmth and value of the “Peng Friends Circle” to more corners of the world.
